Educational Leadership & Policy Analysis
Tony is working with Dr. Anjalé D. Welton (UW-Madison) and Dr. Sarah Diem (Mizzou) on a Research-Practice Partnership using comparative case studies of two Missouri school districts to understand how educational leaders understand and concretize anti-racist policy change.
Specifically, the study examines the effectiveness of Diem and Welton's anti-racist decision-making cycle protocol from their book Anti-Racist Educational Leadership and Policy: Addressing Racism in Public Education.

Race-Conscious Education Policy:
Tony is a sociologist of education, race, and policy. He employs critical theory and qualitative and mixed-methods to examine three strands of work: 1) Race-conscious policy advocacy and design 2) Educational Leadership and Policy Evaluation, and 3) Asian American Well-being.
Current Projects: "In the Belly of The Beast: Act 266 & the Policy Advocacy of Hmong/HMoob and Asian Americans K-12 Studies in Wisconsin." This study (N=27) employs oral history and document analysis to understand a story of organizing, leadership, and policy strategy that made WI Act 266 viable for passage. Tony is building a WI Act 266 Oral History Archive with the Wisconsin Historical Society to ensure this study is accessible to policymakers, educators, and policy scholars. This is funded by the 2026 NAEd/Spencer Dissertation Fellowship, the UW-Madison Education Policy Engagement Grant, and the UCEA Barbara Jackson Scholarship.

Filipino American Well-Being and Politics
Tony co-investigates the USAP Tayo ('Let's Talk' in Tagalog) lab, which is a community-engaged lab in partnership with 501c3 FilExcellence to understand how politics influences the well-being of Filipino Americans (N=36). Two studies that he is leading right now are: 1) the USAP Tayo Politics and Well-Being study and 2) the Kuwentuhan as Live-Capture Methodological study.
